Position Overview
The Water Reclamation Facility Supervisor oversees the operation, maintenance, regulatory compliance, and overall performance of the Village's wastewater treatment plant. The position provides leadership to facility staff, ensures compliance with state and federal requirements, manages operational and capital resources, and responds to emergency situations.
Essential Duties and Responsibilities
The following duties are typical of the position and are intended to illustrate the general nature and level of work performed. They are not intended to be an exhaustive or all-inclusive list of responsibilities. Other duties and responsibilities may be assigned as needed.
- Direct the daily operation and maintenance of the wastewater treatment plant to maintain NPDES compliance.
- Ensure compliance with applicable state and federal environmental regulations and review and approve required regulatory reports and submittals.
- Supervise, train, assign, and evaluate division employees; approve leave and ensure staff have the resources, equipment, and training necessary to perform their duties safely and effectively.
- Develop and monitor the facility's operating and program budgets, approve expenditures, and prepare long-range capital improvement plans.
- Oversee wastewater treatment plant programs, expansions, equipment installations, and related projects.
- Monitor and maintain the facility's SCADA system, computer systems, operational controls, and related records.
- Review daily inspections, operational data, laboratory information, and maintenance records to ensure effective plant operation and regulatory compliance.
- Prepare reports, correspondence, specifications, and other documentation related to facility operations.
- Coordinate with the Director of Public Works, Village staff, contractors, regulatory agencies, and other stakeholders.
- Participate in and administer safety and emergency preparedness programs, including HAZMAT and NIMS training.
- Provide assistance to other Public Works divisions as needed, including snow and ice control operations.
- Maintain on-call availability and respond to facility emergencies, including overtime when required.
Minimum Qualifications
- Bachelor's degree in an environmental field with vocational/technical training in wastewater treatment operations, or an equivalent combination of education, training, and experience.
- Six (6) to eight (8) years of progressively responsible wastewater management and supervisory experience.
- Minimum Illinois Class 1 Wastewater Operator Certification.
- Ability to obtain a Class B CDL within six (6) months of employment.
- Strong knowledge of wastewater treatment principles, regulatory requirements, facility operations, and maintenance.
- Ability to operate and utilize SCADA and other computerized systems to monitor operations, analyze data, maintain records, and prepare reports.
- Ability to lead staff, make sound operational decisions, and respond effectively to complex maintenance, safety, regulatory, and emergency situations.
