Position DescriptionSeattle City Light, a department of the City of Seattle, is one of the nation's largest municipally owned utilities in terms of the number of customers served. Over the years we have worked very hard to keep Seattle's electricity affordable, reliable, and environmentally sound. Today, City Light is a recognized national leader in energy efficiency and environmental stewardship.
Seattle City Light is hiring a Senior Material Controller at the Skagit Hydroelectric Project located in Newhalem, Washington. Newhalem is 116 miles northeast of Seattle, in a very remote, rural area nestled in the northern Cascade mountain range at one of Washington State's most beautiful and scenic hydro generating facilities. This position directly supports Generation Operations by ensuring materials, equipment, and services are available to maintain safe, reliable hydroelectric operations. The role works closely with Crew Chiefs, Supervisors, and Warehousing staff to coordinate purchasing, inventory replenishment, and vendor services in support of ongoing maintenance and capital work. The successful candidate will operate in a regulated public-sector environment and navigate multiple procurement, inventory, and financial systems to track orders, monitor deliveries, and resolve issues that could impact field work. Attention to operational priorities, follow-through, and proactive communication are essential to keeping work moving and minimizing delays in the field. This position will report to the Senior Operations Manager of the Skagit Hydroelectric Project.
Job Responsibilities

- Prepare purchase requisitions and purchase orders, including item specifications and compliance requirements.
- Review and coordinate Generation Operations requests for O&M and CIP materials.
- Coordinate purchases directly with vendors and contractors to ensure timely and accurate fulfillment.
- Manage inventory replenishment for hydroelectric facilities, including creating stock codes, analyzing minimum stock levels, and setting reorder priorities to ensure material availability.
- Coordinate with Crew Chiefs, Supervisors, and Warehousing staff on long-lead items, expedited orders, and the status of goods received and services rendered.
- Code and process invoices in the AP Portal, verify receipt of goods and services, and route invoices for management approval.
- Prepare and administer annual small maintenance contracts and spend-down purchase orders; track vendor and contractor compliance, expenditures, and payments.
- Monitor supplier performance; identify, document, and resolve delivery, quality, and order discrepancies.
- Maintain accurate records in automated inventory and warehouse management systems, including part numbers, stock items, and inventory changes.
- Coordinate with Seattle procurement staff to ensure blanket contracts are current and active.
- Research and gather procurement information to support efficient, compliant, and timely purchasing decisions.
- Ensure all procurement activities comply with City of Seattle and Seattle City Light purchasing policies and standards.
- Perform other related duties as assigned
Qualifications
Required Qualifications: In addition to the skills and experience mentioned below, a successful applicant will have experience that reflects a commitment to creating fair and equitable outcomes and has:
Requires a minimum of three years of experience in material control and administrative warehousing, including the maintenance of stock levels or governmental purchasing (or a combination of education and/or training and/or experience which provides an equivalent background required to perform the work of the class).
Desired Qualifications - You will be successful if you have the following experience, skills, and abilities:
- Experience supporting operations, maintenance (O&M), and/or capital improvement projects (CIP) in an industrial, utility, or infrastructure setting.
- Familiarity with municipal or public utility procurement standards, including blanket contracts and small works or maintenance contracts.
- Experience administering spend-down purchase orders or tracking contract compliance and expenditures.
- Experience using enterprise financial, procurement, inventory, asset management and/or accounts payable systems, including ERP platforms and electronic AP portals; ability to work effectively across multiple, non-integrated systems.
- Experience monitoring supplier performance and documenting delivery, quality, or compliance issues.
- Ability to analyze inventory usage trends and establish reorder points to support operational readiness.

The full salary range for this position is $ 40.63 to $ 47.25 per hour .
