OC San is currently looking to fill the role of a Senior Engineer (Instrumentation and Controls).
Under general direction, the Senior Engineer leads and participates in a variety of the most complex and responsible engineering assignments in the planning, design, construction, operations, and compliance of wastewater facilities, infrastructure, systems, and programs; manages major capital projects through all phases of the project management life cycle; inspects and analyzes plant operations, develops solutions, and implements process improvements; serves as subject matter expert and advisor to management staff on assigned plant systems, projects, or programs; researches complex problems, conducts technical engineering-related studies, and recommends operational, program, or policy solutions; provides guidance, technical direction, and training to other engineering staff; and performs duties as assigned.
Specifically, this Senior Engineer position is in the Design Division’s workgroup that is assigned to electrical, instrumentation and controls design for OC San’s wastewater treatment plants and facilities, with a specific focus on instrumentation and controls and related project commissioning.
The Senior Engineer (Instrumentation and Controls) performs the most complex engineering duties involving wastewater treatment and collection systems that may include:
- Providing technical leadership and expertise in the planning, design, construction, commissioning, startup, operation and maintenance of OC San’s wastewater treatment facilities and pumping stations;
- Serving as subject matter expert and advisor to management/staff; researching and evaluating complex problems and conducting involved engineering related studies;
- Providing functional and technical leadership over other engineers, as well as, technical and administrative staff;
- Performing/managing the most diverse, largest and complex assignments, projects, and analyses requiring advanced knowledge of the concepts and practices;
- Participating in the development of request for proposal, scopes of work, reviewing proposals, and selecting consulting engineers; technically leading and reviewing the consultant’s designs for compliance with the scope of work, OC San’s Engineering Design Guidelines, codes, industry standards, design quality expectations, and stakeholder needs;
- Evaluating the design of complex engineering drawings, systems, and processes and overseeing the design of engineering plans; preparing piping and instrumentation diagrams (P&IDs), loop drawings, mounting details, wiring schematics, network diagrams, control panel drawings, technical specifications, control strategies, and commissioning procedures;
- Working closely with the Process Control Integration (PCI) Group to develop P&IDs, programmable controllers input/output lists, control strategies and technical specifications for design projects;
- Coordinating designs with operations and maintenance; attending and participating in design workshops; performing design constructability, maintainability and operational reviews; developing recommendations to project problems and issues; diagnosing problems and developing corrective action plans; reviewing construction submittals for compliance with the technical specifications; ensuring projects are constructed in compliance with contract documents; reviewing calibration and test reports and verifying that the equipment is acceptable;
- Providing technical training; ensuring that established OC San standards, policies and procedures, and engineering best practices are consistently applied;
Establishing, managing, and updating engineering policies, procedures, standards, and technical specifications to meet current best practices and engineering design requirements; - Attending and participating in professional group meetings to stay abreast of new trends and innovations; and researching emerging products and enhancements and their applicability to OC San needs.
Requirements
Required:
- Bachelor’s degree from a college or university accredited by the U.S. Department of Education, with major coursework in civil, mechanical, chemical, electrical, or environmental engineering or a related field, dependent upon area of assignment.
- Six (6) years of increasingly responsible professional engineering work experience.
- Must possess a valid California Class C Driver’s License.
- Must possess a valid registration as a professional engineer (P.E.) in the State of California.
Desired:
- Experience in the design of instrumentation systems, SCADA control and automation, network communication systems, P&IDs, control panels, control schematics, technical specifications, and control strategies is highly desired.
- Experience in troubleshooting wastewater instrumentation systems, commissioning and startup of wastewater treatment or industrial systems, and interpreting bid plan and specification documents is highly desired.
- Experience with HMI software, ABB DCS, Modicon PLC hardware and programming, Fiber optic cabling and network systems, and motor control design is a plus.

Hiring Salary Range: $157,352.00 - $173,492.80/Year
