Description
The Regulatory Attorney performs as a subject-matter expert collaborating with and assisting INGAA’s General Counsel. The position will involve regular interaction with the INGAA Legal and Rates Committee, Accounting Task Force, Gas-Electric Task Force, and Construction Permitting & Compliance Task Force. This employee will work on a wide range of substantive policy and legal matters, such as: FERC ratemaking and accounting, environmental construction policies, gas and electric reliability, pipeline permitting policy, pipeline operations, maintenance, and safety regulations, and federal appellate litigation.
Here is what you will be doing:
- Develop policy strategies and draft regulatory filings regarding pipeline ratemaking, accounting, permitting, gas and electric reliability, and construction matters.
- Meet with and advocate before federal agencies and other regulatory bodies, to advance INGAA’s positions on pipeline ratemaking, accounting, permitting, gas and electric reliability, and environmental construction matters.
- Analyze significant FERC orders, court orders and pleadings and communicate impacts to members.
- Develop expertise with FERC policies and regulations.
- Research and master relevant caselaw as it pertains to pipeline rate, certificate, and environmental permitting issues.
- Coordinate responses to Legal and Rates Committee, Accounting Task Force, Gas-Electric Task Force, and Construction Permitting & Compliance Task Force inquiries, including collating and analyzing member data.
- Review and edit, as appropriate, regulatory filings drafted by other INGAA committees as well as amicus briefs prepared by outside counsel.
- Support the Government Relations Committee by assisting with the development of draft legislation, talking points, and issue briefs.
- Support INGAA Communications by assisting with the development of press statements and responses to press inquiries.
- Prepare and deliver presentations for industry speaking events.
- Participate in various technical conferences and report key takeaways to members.
- Handle multiple issues simultaneously.
- Other duties as assigned.
This position is full-time and includes a comprehensive benefits package, including a retirement match and employer-paid health insurance.
The anticipated base salary range for this position is $205,000-$225,000 per year plus annual incentive compensation. Final compensation will be determined based on a variety of factors, including the candidate’s education, relevant experience, and overall qualifications. Starting salaries are typically positioned toward the mid-point or lower end to allow for growth within the role over time.

Requirements
Education:
Juris Doctorate degree from an accredited law school.
Must be a member in good standing of a state bar association.
Work Experience:
Must have a minimum of 4 years of relevant legal work experience.
Energy experience is strongly desired, preferably experience with natural gas pipeline regulation and FERC.
Skills:
Strong legal research skills.
Have experience related to drafting of regulatory filings and/or briefs.
Strong analytical, writing, and communication skills are critical.
Ability to work independently within short timeframes.
Ability to meet deadlines on a timely manner.
