About the Role:
We are seeking a highly experienced Project Control Manager with a minimum of 15 years of expertise to play a pivotal role in the successful execution of the Bin Omar Development Project (BOD). This landmark project requires exceptional project controls expertise, strategic thinking, and a proven ability to manage complex, large-scale infrastructure projects in the oil and gas sector. You will be responsible for leading the project controls team, ensuring meticulous cost and schedule management, risk mitigation, and effective communication with all stakeholders.
Responsibilities:
Cost Management:
- Develop and maintain comprehensive project budgets, incorporating detailed cost breakdowns, resource allocation, and contingency planning.
- Monitor project expenditures against the approved budget, identifying and analyzing variances, and implementing corrective actions as needed.
- Prepare and present accurate and timely cost reports to project stakeholders, highlighting key cost drivers, trends, and forecasts.
- Evaluate and implement cost optimization strategies to maximize project value and minimize unnecessary expenditures.
Schedule Management:
- Develop and maintain detailed project schedules, integrating all project activities, milestones, and dependencies.
- Monitor project progress against the established schedule, identifying critical path activities and potential bottlenecks.
- Analyze schedule variances and develop recovery plans to mitigate delays and ensure timely project completion.
- Prepare and present comprehensive schedule reports to stakeholders, highlighting progress, critical path analysis, and risk mitigation strategies.
Risk Management:
- Lead the identification, assessment, and prioritization of project risks, developing risk registers and mitigation plans to address potential issues.
- Monitor and track project risks throughout the project lifecycle, implementing risk response actions and escalating critical issues as needed.
- Prepare and present risk reports to stakeholders, outlining identified risks, mitigation strategies, and contingency plans.
Reporting & Communication:
- Establish and maintain a robust project controls reporting system, providing accurate and timely information to project stakeholders on cost, schedule, progress, and risks.
- Facilitate effective communication between project team members, contractors, and stakeholders, ensuring alignment on project goals, objectives, and performance.
- Prepare executive-level presentations and reports to summarize project status and highlight key issues and recommendations.
Project Controls Systems:
- Implement and maintain a comprehensive project controls system, including cost management software, scheduling tools, and risk management databases.
- Ensure the accuracy and integrity of project data, implementing data validation and quality control procedures.
- Provide training and support to project team members on the use of project controls tools and processes.
Qualifications:
- Bachelor's degree (or higher) in Engineering, Construction Management, or a related field.
- Minimum 25 years of experience in project controls, with a proven track record of successfully delivering large-scale, complex infrastructure projects in the oil and gas sector.
- Demonstrated expertise in cost management, scheduling, risk management, and reporting.
- Strong leadership, communication, and interpersonal skills, with the ability to build and maintain strong relationships with diverse stakeholders.
- Excellent analytical, problem-solving, and decision-making skills.
- Proficiency in project controls software and tools (e.g., Primavera P6, SAP, Oracle).
Desired Skills:
- Experience working on BOOT (Build-Own-Operate-Transfer) projects in the Middle East.
- Familiarity with Iraqi regulations and industry practices.
- Knowledge of HSE principles and practices in the oil and gas industry.
- Professional certification in project controls (e.g., PMI-SP, AACEi CCP).
