Description
SUMMARY
Under the direction of the Parks and Administration Manager, the Park Technician is a highly visible position that interacts with citizens and visitors to create a positive public image to proactively address or diligently respond to inquiries regarding park/trail maintenance, environmental health, weed control, graffiti/snow/waste removal, nuisances reporting, animal control, and park code related ordinances for TPRD. This person will work closely in conjunction with landscape contractors and private businesses we employ for many of our parks and trails maintenance.
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Responsible for the monitoring and best practice implementation of the laws and ordinance for park/trail maintenance, environmental health, weed control, graffiti/snow/waste removal, abandoned vehicles, nuisances reporting, animal control and park code related ordinances for TPRD. Develop policies to carry out departmental responsibilities relative to the district code and all officially adopted plans. Recommends organizational policies and programs to the Parks and Administration Manager and/or the Executive Director.
- Work closely with landscape contractors to fill gaps in park inspection, graffiti removal, snow removal and landscape maintenance. Emphasize areas of work where one person can easily complete a task that a crew member may have been sent to by employed contractors.
- Conduct active daily monitoring of TPRD open space areas, parks, and trails system.
- Address citizens' questions and concerns in the office and the field. Proactively provide positive customer service to the developing community, district members and other city and governmental agencies in understanding local laws, ordinances, codes, and regulations.
- Routinely inspect and maintain district playground sites, including completion of inspection forms to manage maintenance and repairs. CPSI required.
- Keep well documented reports on requests made and work performed. Completes daily logs and reports as required.
- Recognize potential hazards, suspicious or unlawful activity and report to proper authorities.
- Report on abandoned and junked vehicles for removal from public property.
- Provide routine care and maintenance of equipment.
- Demonstrate continuous effort to improve operations, increase access, decrease spending, and improve aesthetics on all grounds managed.
- Utilizes proper safety precautions in all work performed; recognizes, avoids, and reports unsafe acts, conditions, accidents, and injuries.
- May be required to collect landscaping materials from distribution yard(s).
- Monthly reconciliation of purchase card.
- Submit accurate and timely timesheets and work logs for each workday.
- Performs other duties as assigned or required.
KNOWLEDGE, SKILLS, AND ABILITIES
- Ability to operate 4x4 pickup truck with various trailer attachments.
- Basic tools and equipment used in park, facilities, and grounds maintenance and construction.
- Safely and efficiently operating and maintaining tools and motorized equipment according to standard operating and safety procedures.
- Ability to properly use tools for installation of signs, benches, tables, and playground equipment. Includes but is not limited to socket sets, wrenches, screw drivers, and drills.
- Ability to safely operate a pressure washer for graffiti removal and shelter sanitization.
- Shrub/ tree identification skills.
- Proper shrub and tree pruning techniques.
- Experience with snow removal using 4x4 truck with plow or UTV with plow.
- Knowledge of playgrounds and ability to conduct safety inspections.
- Excellent verbal and written communication skills.
- Excellent organizational skills and attention to detail.
- Proficient with Microsoft Office Suite and knowledge of recreational software. Windows-based software programs for reporting and irrigation scheduling purposes.
- Establish and maintain effective professional working relationships with other District personnel, the public, vendors, contractual companies, and representatives of other governmental agencies.
- Promoting and enforcing safe work practices.

PHYSICAL DEMANDS
- Work is performed both outdoors and indoors in all weather conditions, with exposure to hazardous equipment and low to no light conditions, requires constant physical efforts for extended periods, and ability to safely lift, carry, and move items weighing up to fifty (50) pounds assisted.
- Ability to interact with the public in a positive and professional manner in possibly stressful and emotionally charged situations.
- May require long periods of standing and sitting.
- Ability to stand, reach, and kneel.
- Ability to talk and/or hear managers, co-workers, and general public.
- Ability to see objects closely and at a distance.
- Ability to work through extreme heat and cold (90 - 100+ in summers, 30 - below 0 in winter).
WORK SCHEDULE
This position operates on a 32-hour, four-day workweek scheduled between Monday–Friday, 7:00am–3:00pm. The assigned weekday off will be determined at hire in coordination with the Parks Manager. During the winter, snow removal hours will vary and may begin as early as 2:00am. Some weekend and holiday work should be expected.

Requirements
MINIMUM QUALIFICATIONS
- High School diploma or GED equivalent.
- Prior experience in parks and recreation, lawn and landscape, horticulture, golf course maintenance, general maintenance, agriculture, or public space management.
- Current valid Colorado driver's license or the ability to obtain Colorado driver's license at hire; minimum three-year clean driving record with no violations or accidents.
- Basic objective and operational understanding for routine park maintenance with an emphasis on experience in general landscape care, graffiti removal, snow removal, and public interaction.
- Possession of or the ability to obtain within one year of date of hire certifications such as Certified Playground Safety Inspector (CPSI) and Certified Operator pesticide applicators license in the turf and ornamental categories.
