Description
Cochise County is seeking an Arizona licensed physician to serve as its Medical Director for the county health department and/or the county jail.
Cochise County issues this Request for Proposal (“RFP”) to obtain competitive vendor pricing in the open market for Medical Director Services for Public Health and / or Detention Health, in compliance with Arizona Revised Statutes (“A.R.S.”) § 41-2534 concerning competitive sealed proposals. This solicitation could result in an award to two vendors determined to be in the best interest of the County. The medical director must be a licensed physician in the state of Arizona, but does not need to reside in Arizona.

Requirements
Provides medical director oversight for Cochise County Health & Social Services (5 county health department clinic locations) and the Cochise County Jail medical clinic. Duties include but are not limited to:
Detention Health Services:
- Consultations for on-site Provider
- Review of Policy and Procedure at least annually
- Review and sign-off on nurse protocols
- Review and sign-off on formulary at least annually
- Review and response of Level II Grievance Appeals
- Attends monthly staff meetings
- Participates in Mortality Reviews
- Quality Assurance
- Provides oversight and licensing for MOUD Program (Medications for Opioid Use Disorder)
- Provides oversight and support for special projects or resource intense issues
- Holds the DEA license for the jail to allow ordering of all stock medications
- Is the sole credentialed provider via pharmacy to order stock of controlled medications
- Covers one week each month of provider on-call allowing on-site provider relief
- Clinical advisement and liability support
Clinical Services:
- 24/7 on-call for clinical cases
- Oversight of TB testing and treatment
- Oversight of STI testing and treatment
- Oversight of HIV testing
- Immunization oversight
- Reviews complex or high-risk patient care
- Development and review of protocols/procedures
- Attends quarterly Quality Management meetings and provides guidance on quality improvement
- Provides education/training on emerging health issues
- Provides compliance with state/federal regulations
- Clinical advisement and liability support
- Development and oversight of standing orders for all services provided
- Laboratory director for CLIA Certification
Environmental Health:
- Guidance on environmental health, epidemiology, and foodborne related cases
Public Health Emergency Preparedness:
- Presents at Cochise County Health Care Alliance meetings quarterly
- Available 24/7 for infectious or zoonotic disease concerns, epidemiologist, and infectious disease support
- Provides consultation for Cochise County physicians on out-patient treatment plans
- Public Health guidance for large events
- Advises on preparedness and response to public health emergencies
- Reviews treatment guidance, ensuring compliance and reducing legal risk
Prevention Services:
- Provides oversight and regulatory lab requirements for iron testing in children
