- Manager of Leisure Services
Description
The Manager of Leisure Services is responsible for the strategic leadership, planning, and administration of a comprehensive citywide recreation system. This role oversees community centers, aquatics, sports programming, special events, and cultural services to ensure safe, inclusive, and engaging opportunities that enhance the quality of life for all residents.
The Manager leads staff, manages budgets, develops partnerships, and ensures programs align with community needs, departmental goals, and industry best practices.
Requirements
Required Qualifications
- Bachelor's Degree in Parks and Recreation, Recreation Management, or related field
- Minimum of six (6) years of progressively responsible experience recreation programming with at least three (3) years of supervisory experience

- Valid driver’s license
Preferred Qualifications
- Certified Parks & Recreation Professional or Executive (CPRP) or (CPRE)
- Experience managing multi-site or citywide recreation systems
- Background in budget management, partnerships, and community engagement
KNOWLEDGE, SKILLS & ABILITIES REQUIREMENTS:

Knowledge of:
- Principles and best practices in parks and recreation management, including program planning, evaluation, and community engagement
- Budget development, financial oversight, and resource allocation within a public or nonprofit setting
- Safety standards, risk management, and operational procedures for recreation facilities and programs
- Trends in youth development, aquatics, sports programming, wellness, and inclusive recreation
- Public sector operations, including policies, procedures, and community-focused service delivery
Skills in:
- Leading, coaching, and developing high-performing teams across multiple program areas
- Strategic planning and translating community needs into impactful programs and services
- Budget management, data analysis, and using metrics to drive decisions
- Building partnerships, securing sponsorships, and engaging community stakeholders
- Clear, professional communication—both written and verbal—with diverse audiences
- Managing multiple priorities while maintaining high standards of quality and service
Ability to:
- Foster a welcoming, inclusive, and equitable environment for staff and participants
- Build and maintain strong relationships with staff, community members, partners, and advisory boards
- Think both strategically and operationally, balancing long-term vision with day-to-day execution
- Respond effectively to challenges, public feedback, and evolving community needs
- Represent the department with professionalism, integrity, and a commitment to public service
PHYSICAL CAPACITY REQUIREMENTS: This position requires the individual through assistance or on their own to walk, climb, sit, stand, reach, handle, finger dexterity and sensitivity, bend, stoop, pull, push, crouch, carry, listen and visual acuity.
ENVIRONMENTAL CONDITIONS: This role combines office leadership with active, on-site engagement at parks, community centers, and events. Evening and weekend availability is required to support programming and community activities.
