Description
Scheduled base salary increases on first full pay period:
3% July 2026
3% July 2027

Supervises division staff and coordinates coverage of the building division public counter; establishes procedures, assigns work, conducts training, and evaluation of staff; supervises public counter operations; gives information to the public, contractors and architects; interprets code requirements for builders, subcontractors, designers, owners, and members of the general public; performs plan check of industrial, commercial, public, and residential structures and buildings for compliance with all codes and ordinances related to building to ensure completeness and accuracy; issues permits and collects fees; provides information to the public regarding building, installation, and zoning requirements; makes field inspections of the more complex or difficult building construction, plumbing, mechanical, or electrical installation in all stages of completion in residential, business, or public buildings to ensure compliance with applicable building, electric, plumbing, mechanical, and safety codes, safety orders, ordinances, and regulations; conducts final inspections of completed work, approving acceptable structures and installations; spot checks new construction projects for compliance with applicable codes and ordinances; investigates building violations of related codes and ordinances; resolves highly sensitive and politically sensitive disagreements and problems concerning inspections and compliance; keeps records and prepares reports of inspections; coordinates the Division’s plan review functions with plan review consultants and other departments/divisions; reviews and assesses codes and ordinances, and makes recommendations for change; writes reports and attends Planning Commission, City Council and other meetings, as necessary; assists in the development of budgets, staff training and development, and performance standards; participates in the development of goals and objectives; ensures the maintenance of necessary records and prepares periodic activity reports; and performs related duties as assigned.
Knowledge of:
Principles and practices of leadership, motivation, team building, and conflict resolution.
Pertinent local, State, and Federal rules, ordinances and regulations.
Current building codes and methods of construction, work safety practices.
Building related enforcement techniques.
High volume permit management.
Principles of management, supervision, training, and performance evaluation.
Ability to:
Acquire a thorough knowledge of permitting policies and apply that knowledge.
Prepare complex department reports and analyses.
Read and interpret building plans and specifications.
Perform complex building, plumbing, mechanical, and electrical inspections.
Interpret and apply provisions of building codes and regulations.
Complete accounting expense procedures in a timely fashion.
Effectively supervise assigned personnel.
Establish and maintain cooperative working relationships with those contacted in the course of work.
Communicate clearly and concisely, both verbally and in writing.
Experience and Training
Any combination of education, training, and experience that provides the knowledge, skills, and abilities required is qualifying. A typical way to obtain the requisite knowledge, skills and abilities are as follows:
Experience: Five years of increasingly responsible experience in plan checking or inspections of commercial, industrial and residential buildings.
Training: Bachelor’s degree in architecture, engineering, public administration or a related field.
License, Certificate:
- Possession of, or ability to obtain, a valid California driver’s license.
- Possession of an ICC certification as Certified Building Official (CBO) or ability to obtain a CBO certification within one year from date of hire.

Environmental Conditions: Office and/or field environment; minimal travel from site to site to conduct building inspections: extensive public contact.
Physical Conditions: Essential functions may require maintaining physical condition necessary for standing, walking or sitting for prolonged periods of time, climbing of stairs and traversing uneven surfaces; visual acuity to read and interpret building plans and specifications and to perform inspections.
Note: Prospective employees will undergo, and must successfully pass, a background reference check (including fingerprinting) and a medical examination. Drug screening may be required.
