Duties

As a Supervisory Environmental Scientist, you will perform the following duties:

• Provide oversight and leadership within the Emergency Response Division's (ERD) Response Operations Branch (ROB) serving as the supervisor of Scientific Support Coordinators (SSC). Supervise staff and maintain a program able to provide 24/7 scientific support and response efforts during an emergency event. Serve as a contract task manager to provide scientific oversight and management guidance for designated projects or contracts.
• Engage in national-level preparedness activities within the agency, interagency, and private sector organizations. Communicate ideas to technical and non-technical audiences at workshops, meetings, and conferences.
• Ensure the quality, timeliness, and appropriateness of emergency response support efforts to National Oceanic and Atmospheric Administration (NOAA) spill response and disaster efforts. Develop and set priorities regarding spill responses and response preparedness (i.e. exercises, training, new procedures, research).
• Evaluate work performance of subordinate employees and develop performance standards. Organize and assign work and make changes or adjustments to internal functions to better accomplish mission objectives.

This position will be filled under the DOC Alternative Personnel System (CAPS). Under CAPS, positions are classified by career, pay plan, and pay band.

The ZP-4 is equivalent to the GS-13/14.

Additional Considerations:

• Must be able to obtain and maintain a Non-Critical Sensitive security clearance to carry out duties requiring access to Confidential and/or Secret documents, systems, or meetings.
• Background investigation will be required. Continued employment is subject to applicant's successful completion of security investigation and favorable adjudication. Failure to successfully meet these requirements will be grounds for termination.

Any selections made under this notice will be processed as new appointments to the civil service. Therefore, Current Federal employees would be given new appointments to the civil service and may have to serve a new probationary period under CFR 315.802 (b).

BASIC REQUIREMENTS: This position has a positive Education Requirement in addition to at least one year of Specialized Experience in order to be found minimally qualified. Transcripts must be submitted with your application package. You MUST meet the following requirements:

To qualify for the 0401 series:

EDUCATION:

A. Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

OR

B. Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.

AND

SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify at the ZP-4 or GS-13 level:

SPECIALIZED EXPERIENCE: In addition to meeting the Basic Requirements above, applicants must also possess one full year (52 weeks) of specialized experience equivalent to the ZP-3 or GS-12 in the Federal service. Specialized experience MUST include all of the following:

• Providing scientific support during a hazardous materials, disaster or emergency event;
• Participating in the planning or management of an emergency response or disaster project or program; and
• Leading environmental science projects or teams; including assigning work, setting priorities, and providing feedback on work assignments.

Education

Substitution of education for specialized experience is not applicable to this vacancy.

College Transcript: If you are qualifying based on education, submit a copy of your college transcript that lists college courses detailing each course by the number and department (i.e., Bio 101, Math 210, etc.), course title, number of credit hours and grade earned. You must submit evidence that any education completed in a foreign institution is equivalent to U.S. education standards with your resume. Salary for selectee's pay may be set at any point within the pay band except for intervals 4 and 5 ($163,515 - $197,200) which is reserved for supervisory performance or for current supervisors within CAPS who already have a salary within intervals 4 and 5.
