Description
GENERAL DEFINITION OF WORK:
Performs complex professional, administrative, and analytical work in planning, developing, coordinating, administering, and monitoring the County’s annual operating budgets; performs related work as required. Works is performed under general supervision. Reports to the Financial Services Director.
ESSENTIAL FUNCTIONS / TYPICAL TASKS:
Plans, develops, administers, and monitors the County’s operating budgets; conducts financial analysis and forecasting; supports strategic financial planning and budget policy implementation; prepares financial reports, presentations, and recommendations for County leadership and the Board of Commissioners; coordinates budget activities with County departments; assists with grant and capital project budgeting; and ensures compliance with applicable laws, regulations, policies, and financial best practices.

Develops and implements budget policies, guidelines, and procedures for the adoption, management, and administration of the County budget to ensure compliance with applicable policies, laws and standards.
Manage and coordinate the County’s annual operating budget processes, including the development of budget instructions, schedules, policies, and procedures.
Assesses, reviews, and analyses departmental and agency budget requests; develops recommendations and assists in preparing the County Manager’s recommended budget and budget-related presentations.
Monitors revenues, expenditures, and budget to actual trends throughout the fiscal year; analyzes variances and recommends corrective actions as needed.
Conducts financial, operational, and policy analyses; develops long-range financial projections; evaluates funding alternatives; and prepares recommendations for County leadership and the Board of Commissioners.
Provides technical assistance and guidance to departments regarding budget development, financial management, fiscal policies, grant budgeting, and related financial matters.
Performs ad hoc projects and research as requested by supervisor or County Manager.
Assists in the administration and support of budget and financial systems, including system administration, troubleshooting, report development, data analysis, and implementation of process improvement initiatives.
Attends and participates in Board of Commissioners meetings, management meetings, committees, task forces, and other meetings as assigned.
Performs other duties and responsibilities as assigned.
Requirements
KNOWLEDGE, SKILLS AND ABILITIES:
Considerable knowledge of principles and practices of administration, budgeting, public finance and local government budget and fiscal policies and procedures;
Comprehensive knowledge of the fiscal policies and statutory requirements governing county funds;
Thorough knowledge of the organization and functions of county government; thorough knowledge of research methods and techniques;
Ability to exercise sound judgment in analyzing situations and making decisions involving a variety of fiscal and business management areas;
Ability to efficiently prepare and submit clear, complete and concise reports
Ability to plan, organize, and coordinate an effective work schedule
Ability to exercise independent and sound judgement, discretion, initiative, creativity, and resourcefulness;
EDUCATION AND EXPERIENCE:
Any combination of education and experience equivalent to bachelor’s degree in business, political science, finance, or related field and considerable experience working in a local government setting; or a master’s degree in public administration, political science, finance, or related field, and considerable experience working in a local government setting in progressively responsible positions.
At least 4 years of professional experience in public budgeting, governmental financing, or related fields.
PHYSICAL REQUIREMENTS AND WORK ENVIRONMENT:
Sedentary work requiring the exertion of up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to move objects; work requires fingering; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for preparing and analyzing written or computer data, operations of office machines, determining accuracy, neatness and thoroughness of work, and observing general surroundings and activities; the worker is not substantially exposed to adverse environmental conditions.
SPECIAL REQUIREMENTS:
Current driver’s license.
LEVELS OF CERTIFICATION:
North Carolina Certified Budget Officer certification preferred but not required. If certification is not currently held, achievement is required within two years of accepting position.
