Summary:
The Youth Services Supervisor provides leadership for the Celina Public Library’s youth services operations, including staff supervision, programming, and collection development. This position hires, trains, evaluates, and disciplines staff; serves on the Library Management Team; chairs library committees; develops and administers policies and procedures; manages vendor relationships; handles escalated customer concerns; and assists with library budget planning. The role requires strong leadership, communication, and organizational skills, along with a commitment to innovative library services.
This position description intends to provide a representative summary of the primary duties and responsibilities performed by the incumbent(s) in this position. Essential Job Duties:
- Manages the Library's Youth Services operations, focusing on delivering exceptional customer service through collection development, programming, reading programs, volunteer programs, patron complaint resolution, and more.
- Creates and carries out policies, procedures, and established best practices as part of the Library Management Team.
- Assists in monitoring and evaluating the efficiency and effectiveness of service delivery methods and procedures; Stays abreast of changing trends and technology in public library operations; assesses and monitors workload, administrative and support systems, and internal reporting relationships; and identifies opportunities for improvement and assists in directing the implementation of changes.
- Supervises staff, prioritizing and assigning work, conducting performance evaluations, ensuring exemplary staff training levels, ensuring employees follow policies and procedures, maintaining a healthy and safe working environment, and making hiring, termination, and disciplinary decisions or recommendations to the Library Director.
- Establishes performance expectations for assigned staff, evaluates performance, and supports staff professional development and training.
- Assists in the preparation and monitoring of the Library’s annual operating budget, including forecasting, approving invoices, budget transfers, and other financial documents.
- Oversees operational money handling for library services in collaboration with the Library Management Team.
- Participates in preparing grant documents for special funding and monitors grant activities and reporting requirements.
- Coordinates and performs collection development to maintain the integrity of the print and non-print materials and resources; identifies strengths and weaknesses of the collection; oversees selection, retention, repair, and removal of resources in concert with the Technical Services Supervisor.
- Plans, researches, and coordinates developmentally appropriate early literacy programming following best practices and principles as described by reputable sources such as ALA and ALSC, and following the guidelines of Every Child Ready to Read 2.
- Oversees the planning and coordination of developmentally appropriate programming and services for youth and their caregivers.
- Oversees the creation of the Summer Reading Program and other reading challenges, using online tracking software and developing unique programs and events for the community.
- Contributes to the department’s strategic plan and long-term and short-term goals and projects as part of the Library Management Team, and has in-charge duties in the absence of the Library Director.
- Establishes and maintains effective relationships with vendors, donors, and other external agencies/individuals.
- Develops and maintains partnerships with schools, early childhood providers, and community organizations to promote youth literacy and library services.
Other Important Duties:
- May be subject to working extended hours, nights, and weekends, and assisting with emergency service coverage when needed.
- Represents the library at various service club functions as assigned.
- May conduct formal or informal training workshops and sessions for Library staff and various library boards.
- Travels to attend meetings, conferences, and training.
- Performs other related duties as assigned.
- Participates in professional development organizations and committees.
- Regular and consistent attendance at the assigned work hours is essential.
Knowledge of library science principles and best practices as related to collection development, readers’ advisory, reference and electronic services, programming, classification, and cataloging; equipment, technology, and library automation systems as related to library operations; research methods, search and retrieval techniques, and skills to obtain requested information; organization of library materials including Dewey Decimal Classification System, Library of Congress Subject Headings, and bibliographic utility; and human development and behavior.
Supervisory Responsibilities:
- Provides instructions and supervises the Youth Services Unit.
Knowledge, Skills, and Abilities:
- Knowledge of modern professional library principles, functions, methods, best practices, industry standards, and administration.
- Knowledge of administrative-level actions using SirsiDynix Symphony Workflows.
- Skill in applying and complying with City policies and procedures.
- Proficiency in using computers and related library services equipment, hardware, and software.
- Skill in forward-thinking, high-level library planning.
- Skill in planning, developing, and implementing departmental procedures and objectives.
- Skill in effectively supervising and delegating duties to assigned staff.
- Skill in effective oral and written communications.
- Skill in resolving customer complaints and concerns.
Required Education, Experience, and Certifications:
- Master’s degree in library science (MLS) from an American Library Association-accredited university.
- Three (3) years of progressively responsible full-time experience in Youth Services in a public library setting, with two years of supervisory experience preferred. In exceptional instances, specialized education, training, and/or experience may be substituted for part or all of the required elements.
- Must pass a pre-employment drug screen, criminal background check, and MVR check.
- Must possess a State of Texas Driver’s License.
Environmental Factors and Conditions/Physical Requirements:
- Work is performed in a public library environment.
- May be subject to repetitive motions such as typing and data entry, and must have sufficient vision to use a computer monitor.
- May be subject to occasional bending, reaching, kneeling, and lifting, such as retrieving or replacing books and materials.
- Must be able to lift up to 50 pounds and push for a 75-pound initial push of a loaded materials cart.
Equipment and Tools Utilized:
The equipment includes self-check kiosks, print release stations, iPads, personal computers, copiers, calculators, fax machines, cash registers, other standard office equipment, book trucks, and department or personal vehicles.
