Nature of Work
This is advanced technical, supervisory and administrative work involving wastewater plant operations and collection-system asset management. This supervisor level work involves managing assets, projects, contractors, and includes the long-term planning and budgeting for capital replacement. This work includes submitting reports to EGLE and professionally collaborating with many partners both internal and external to the City. This work is performed under the managerial direction of the Environmental Services Manager and Assistant Managers.
Essential Duties & Responsibilities
The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by employees in this job. Employees may be requested to perform job-related tasks other than those specifically presented in this description.
- Assists in the preparation of the annual budget for activities supervised; maintains records and prepares reports related to the work; investigates and prepares incident reports, insurance documents for liability claims, injuries and vehicle or equipment accidents; assures work is completed according to proper standards.
- Prepares and controls the expenditure of budgeted funds.
- Maintains records on project activities, inventories and orders materials and supplies; prepares reports on operational and repair activities when buildings and equipment are upgraded.
- Responds to regulatory inquiries from the State (EGLE) regarding compliance and audit information.
- Analyzes and evaluates maintenance functions; initiates or recommends new or improved practices
- Acts as a liaison between plant and field operations staff and Environmental Services Management team.
- Investigates and takes appropriate action or makes recommendations in response to citizen complaints or inquiries; initiates improvements to eliminate continuing problems.
- Ensures that equipment is in proper working order; oversees and coordinates preventive maintenance and repairs on equipment
- Actively participates in professional organizations (MWEA, APWA, AWWA, etc) and periodically presents at these conferences regarding the work being performed by the City.
Requirements
Required Education and Experience
- Graduation from high school (or GED equivalent)
--AND--
- Five (5) years of progressively responsible experience in the operation of medium and heavy equipment.
--AND--
- Two (2) years of supervisory experience in water distribution system maintenance or wastewater plant and collection system maintenance.
--OR--
- Any equivalent combination of training and experience.
Required Licenses or Certifications
- Possession of a valid Michigan driver's license.
Preferred Qualifications
- State of Michigan EGLE Water Treatment & Distribution System Operators S-1 certification
--OR--
- State of Michigan EGLE Wastewater Treatment Operator Class D license
