Job Summary

The Senior Business Systems Analyst (BSA) - HR IT serves as the functional and technical specialist bridging HR business needs with technology solutions across the firm's Core Business Applications. This role leads requirements definition, solution design, cross-functional alignment, and functional delivery across HR systems-including Core HR, Payroll, Time & Attendance, Workforce Management, Talent, Learning, and Employee Experience platforms.
As the HR systems SME, the Senior BSA advises HR leaders on feasibility, process design, workflow optimization, regulatory compliance, and system controls. The role works closely with SAP SuccessFactors, UKG/Workforce systems, local HR applications, identity management, and enterprise integration teams to support accurate, compliant, and efficient HR operations.
For smaller-scale initiatives or technical changes, the Senior BSA also serves as the Technical Project Manager, owning scope, schedule, requirements, vendor management, and delivery execution. This role requires strong domain knowledge, analytical capability, and the ability to lead cross-functional teams through complex enhancements and HR transformation initiatives.
Responsibilities:
Requirements Gathering & Analysis
• Collaborate with HR stakeholders (HR Operations, Payroll, Talent Acquisition, Workforce Management, Learning & Development, Employee Relations) to gather, validate, and prioritize business requirements.
• Translate HR functional needs into clear technical specifications and solution designs for engineering and vendor teams.
• Conduct gap and impact analyses to identify opportunities for process improvement, automation, workflow optimization, and compliance alignment.
• Prepare documentation including requirements, functional specifications, process flows, and training materials.
• Lead workshops and solution discussions with HR managers and Director-level stakeholders to align on feasibility and design options.
• Challenge assumptions and propose viable alternatives aligned with HR policies, labor regulations, and system best practices.
Application Delivery & Support
• Partner with IT delivery teams on the design, configuration, testing, and deployment of HR-related applications, including:
• SAP SuccessFactors (Employee Central, Compensation, Performance, Learning, Recruiting, Onboarding)
• Payroll systems (SAP ECP, local payroll engines)
• Time & Attendance (UKG, Kronos, or equivalent)
• Workforce scheduling and shift planning systems
• Employee experience, case management, and self-service platforms
• Domain specific legacy systems sustainment work
• Lead functional analysis for HR integrations with Finance, Workplace, Security, Identity/Access, and other Core Business Applications.
• Provide day-to-day L2/L3 functional support, conduct issue triage, facilitate system investigations, and lead root cause analysis.
• Ensure HR systems remain compliant with labor laws, regulatory requirements, privacy regulations, internal controls, and corporate governance standards.
Project Management & Testing
• Act as Project Manager for small to mid-sized system enhancements, technical initiatives, or compliance-driven changes-owning scope, plan, timeline, risks, and delivery tracking.
• Support major HR and Workplace transformation projects with requirements management, scope alignment, impact analysis, and cross-team coordination.
• In major projects where a Product Owner (PO) is assigned, collaborate closely with the PO to ensure all end-to-end business, functional, and technical requirements are captured, validated, documented, and formally signed off.
• Lead test planning, scenario development, and execution of UAT with business users.
• Coordinate release readiness across PMO, Product Owners, QA, vendors, and Finance stakeholders.
• Manage dependencies, identify risks, resolve cross-team issues, and escalate as needed to ensure on-time delivery.
Continuous Improvement & Standards
• Stay updated on HR technology trends, labor regulations, industry best practices, and changes affecting HR systems.
• Recommend and implement improvements that enhance accuracy, compliance, employee experience, and operational efficiency.
• Maintain HR configuration standards, workflow governance, integration rules, and data quality controls.
• Ensure adherence to data privacy (especially PII), internal controls, HR audit requirements, and IT General Controls (ITGC).
Administrative & Other
• Understand and actively participate in Environmental, Health & Safety responsibilities by following established USJ policy, procedures, training and team member involvement activities.
• Perform other duties as assigned
Required Qualifications:
• 7+ years of experience in HR systems analysis, HRIS delivery, or HR technology support.
• 5+ years hands-on functional experience with HR platforms such as SuccessFactors, SAP ECP, Workday, UKG, or equivalent systems.
• Experience supporting or configuring payroll, time & attendance, or workforce scheduling systems.
• Experience leading regulatory or compliance-driven HR system initiatives (labor law updates, payroll rule changes, working hours reforms).
• Proven experience delivering HR transformation or digital HR initiatives.
• Experience managing small projects as both functional lead and PM.
• Experience collaborating with auditors, HR Operations, and compliance teams to meet internal and external audit requirements.
• LANGUAGE: Ability to use both Japanese and English in business.
