As the Risk Supervisor, you will lead a dynamic team overseeing comprehensive risk management, claims administration, and insurance programs that safeguard District assets, employees, and projects that serve millions across Los Angeles County. ESSENTIAL FUNCTIONS: To supervise and perform advanced professional work in managing risk, insurance, and claims activities; to implement risk control programs and supervise assigned staff involved in insurance, risk analysis, and claims administration.

Under the general supervision from a Management-level position, the incumbent will:
- Oversee staff engaged in risk management and insurance functions, including training (e.g., risk management procedures, claims handling practices, insurance program requirements) and participating in personnel-related actions (e.g., hiring, performance evaluation, discipline, performance improvement) to ensure effective program delivery and compliance with applicable laws, regulations, and Districts policies.
- Review insurance and risk transfer documents (e.g., insurance policies, endorsements, contracts, leases, permits, and agreements) to ensure adequate coverage, appropriate allocation of risk, and compliance with insurance and contractual requirements.
- Direct the investigation, evaluation, and resolution of property and liability claims, including coordinating with third-party administrators and legal counsel, providing litigation support, and participating in settlement discussions to minimize financial exposure and ensure compliance with applicable laws and Districts policies.
- Manage tracking and analysis of claims, incident, and loss data using internal systems (e.g., Microsoft Office Suite, ERP software) and third-party administrator software to identify trends, assess risk exposure, anticipate emerging risks, evaluate subrogation potential, and recommend loss prevention strategies and operational improvements.
- Serve as the Districts’ primary point of contact with outside legal counsel, brokers, insurers, third-party administrators, and regulatory agencies on matters related to liability, claims, and insurance using effective communication strategies to ensure positive risk management outcomes.
- Plan, procure, and renew insurance coverage, including preparing applications, renewals, and supporting documentation to ensure continuity, adequacy of coverage, and alignment with organizational risk management objectives.
- Prepare analytical reports, presentations, and formal recommendations to support leadership (e.g., Board of Directors, General Manager, Department Heads) decision-making related to settlements, insurance renewals, program changes, implementation of risk management strategies, and development of Districts-wide risk management policies and procedures.
Requirements
MINIMUM QUALIFICATIONS
Candidates must possess all of the following:
A valid California Class C driver license
AND
Option 1:
- A bachelor’s degree in risk management, public administration, business administration, or a closely related field
- Six (6) years of professional-level experience in risk management or insurance administration
Option 2:
- A bachelor’s degree in any discipline
- Eight (8) years of professional-level experience in risk management or insurance administration
