DESCRIPTION:
This is responsible supervisory and administrative position directing the day-to-day activities of the City’s Water and Wastewater Utilities Division of the Department of Public Works.
Work involves participation in the planning, directing, administering, and supervising of all programs and activities of the Division and Department, including water pumping, treatment, storage and distribution systems and wastewater collection and conveyance systems. Supervision is exercised over supervisory, lead-worker, and maintenance personnel. Work is performed under the general direction of the Public Works Director who reviews work through conferences, observations, and reports for overall program effectiveness.
This classification is a safety-sensitive position as defined by the United States Department of Transportation drug and alcohol testing regulations and/or the Oklahoma Standards for Workplace Drug and Alcohol Testing Act. As a safety-sensitive classification, you will be subject to drug and alcohol testing, including random testing. Marijuana is one of the substances included in the drug panel screening. Possession of a medical marijuana certification will not excuse you from the testing process, or the consequences of testing positive for marijuana.
ESSENTIAL FUNCTIONS:
o Participates in planning, coordinating, and supervising the day-to-day field activities of the Department and Utility Division; confers with Public Works Director and other city staff and vendors to ensure that daily work is carried out efficiently and effectively.
o Plans, reviews, and schedules maintenance, repair, and minor construction work; maintains records of work; supervises and inspects work activities to ensure that schedules are met, and that work is performed in a safe, efficient manner and in accordance with standard operating practices and procedures.
o Ensures that all required regulatory reporting is done correctly and in a timely manner.
o Assigns work crews and equipment to projects; estimates materials and supplies.
o May receive or be assigned to respond to citizen complaints and requests; investigates complaints; plans necessary work; estimates time and materials; assigns crews to perform the work.
o Oversees and inspects the work of outside contractors; assists the Public Works Director in contract administration; maintains contract-related field documentation as required.
o Responds to requests for information and assistance from citizens, other City departments, and outside agencies and organizations.
o Maintains a safe work environment for employees; assists in the development of safety standards and procedures; instructs employees on safe work procedures.
o Evaluates performance of employees; trains and instructs other employees in job practices, methods of work, and safety.
o Uses experience and networking skills to assist in recruiting and retaining personnel with specialized knowledge, skills, and/or certifications/licenses.
o Responds to emergency situations; schedules response crews, allocates necessary supplies and equipment, directs activities, and supervises work.
o Helps prepare annual budget regarding equipment needs and costs for Public Utilities divisions; researches and prepares specifications for the purchase of equipment, materials, and supplies.
o Assists in and provides data for agenda items, plans, specifications, bid documents, contract documents, and other contract administration tasks related to capital improvement projects.
o Assists in the development and implementation of appropriate Department rules, regulations, and policies; establishes and maintains record keeping procedures, and prepares reports as necessary.
o Provides effective and efficient customer services and promotes and maintains responsive community relations.
o As needed, operates equipment, assists other divisions, and attends meetings as assigned.
QUALIFICATIONS:
o Graduation from high school (or GED) supplemented by technical school courses and training in public water/wastewater utility maintenance and operation practices and procedures and employee supervision; considerable experience in public works operations including experience in a supervisory capacity; or any equivalent combination of training and experience that provides the following knowledge, abilities, and skills:
o Considerable knowledge of the principles, practices, and techniques of public works, street maintenance, solid waste management and parks maintenance and construction work.
o Considerable knowledge of the materials, supplies, and equipment used in public utility maintenance, repair, and construction projects.
o Considerable knowledge of the occupational hazards and safety precautions associated with public utility and public works maintenance and repair projects.
o Knowledge of the principles and practices of personnel management and employee relations.
o Some knowledge of the principles and practices of civil engineering and survey work, and related plans and specifications.
o Ability to plan, coordinate, direct, supervise, and evaluate the work of crews involved in varied public utility services, maintenance, repair, and construction projects and to evaluate projects for adherence to specifications and deadlines.
o Ability to effectively organize and allocate resources to solve problems and accomplish unit activities.
o Ability to interpret and develop basic plans and specifications for project accomplishment.
o Ability to read and follow complex oral and written instructions.
o Ability to create and maintain computerized records and reports.
o Ability to establish and maintain effective working relationships with outside agencies, contractors, other departments, subordinates, and the public.
o Ability to communicate effectively, both orally and in writing.
o Ability to read blueprints and sewer and water atlas sheets.
SPECIAL QUALIFICATIONS:
o Possession of a Class B Water Works Operator License and a Class B Wastewater Operator License issued by the Oklahoma Department of Environmental Quality.

o The employee must occasionally lift and/or move 50 to 100 pounds. Specific vision abilities required by the job include close vision, distance vision, peripheral vision, depth perception, and the ability to adjust focus. While performing the duties of this job, the employee frequently works in outside weather. The employee occasionally works near moving parts; and is occasionally exposed to wet and slippery surfaces, humid conditions, extreme cold and heat.
