The Program Manager is responsible for the management of the contract and coordination with the Government customer. With full authority to act for Aleut, this individual has responsibility for the overall effective management and allocation of personnel and resources necessary to meet the contract requirements outlined in the Performance Work Statement (PWS). Specifically, the Program Manager manages operations supporting the Athletic Department, cadet dormitories, and faculty buildings at the U.S. Air Force Academy (USAFA). This includes planning and executing all athletic event support for training and NCAA sanctioned events and performing configuration changes to facilities and systems necessary to achieve the greatest mission success.
ESSENTIAL JOB FUNCTIONS
- Maintains the program budget and ensures delivery of the program's financial commitment to the company.
- Establishes policies and procedures for performance and control of all program business management functions and technical support.
- Ensures that quality standards are applied to all levels of the work and measured for effectiveness per the Quality Control Plan.
- Monitors the performance of subordinate personnel and the submission of required reports and Contract Data Requirements list (CDRLs).
- Serves as the principal liaison between Aleut and the customer on this contract, providing weekly briefings and updates to the Government Contracting Office.
- Monitors contractual performance and costs and takes action to correct discrepant conditions.
- Provides guidance, direction, and supervision over training, security, safety, and environmental policies, procedures, and practices.
- Manages and reports program risks in accordance with corporate policies and procedures
- Supervises overall work scheduling.
- Conducts formal briefings when required.
- Assists in problem solving and provides subject matter advice for matters dealing with coordination scheduling, and program development.
- Implements a customer comment and complaint program and processing system that allows identification and correction of customer complaints validated by the COR. Provide feedback to the Government and customers on corrective actions(s) taken.
- Provides overall supervision of GFP, including on-site office space usage, to include provided supplies and equipment. Ensure GFP is maintained in a safe, organized, and clean condition. Sign for and be accountable for GFP IAW FAR 52.245-1
- Provides Technical Reports when requested by the Government.
- Executes the Quality Control Plan for the contract.
- Executes the Safety Plan for the contract that reflects compliance with all safety requirements, procedures and policies relating to work under this contract.
- Conducts Program Reviews with the corporate staff.
- Supports the internal audit and compliance program.
EDUCATION/TRAINING
- High school diploma or equivalent.
- Prefer Bachelor's degree in related field.
EXPERIENCE
- 5 to 10 years of experience working in dormitory management, athletic event support, or similar project management.
- 5 years of project management experience on projects of similar size and complexity.
- At least 3 years of experience managing subcontractors.
- Experience working with military customers preferred.
SKILLS/ABILITIES
- Knowledge of fixed price service support contracts is required.
- Ability to analyze and understand program financial data and prepare budgets and forecasts.
- Capable of utilizing proper business and professional verbal and written communication methods.
- Possess superior interpersonal skills.
- Ability to reason and solve problems.
PHYSICAL DEMANDS
- Must be able to stand, walk, and sit for prolonged periods.
- Must be able to climb stairs, bend, stoop, reach, stretch, kneel, and squat.
- Must be able to carry up to 50 pounds.
- Must have sufficient physical strength, balance, hand-eye coordination, and stamina to complete various tasks.
WORK ENVIRONMENT
- This is an onsite position that requires work to be performed on a Government/military installation.
- Working both indoors and outdoors, exposed to all weather conditions and potentially austere environments.
SPECIAL REQUIREMENTS
- Must be able to pass pre-employment background screening.
- Must be able to pass Government screening to allow access to military installation.
