Description
Position Objective: The role of the Planner is to assist in the development and implementation of community plans and regulations and manage environmental programs to provide for the orderly growth and development of Pennington County.
Applicant's level of experience will determine salary level.
Essential Functions:
- Reviews building permits and zoning permit applications to assure compliance with zoning ordinance requirements.
- Conducts review of various development applications including plats, permits, site plans, variance requests and rezones.
- Reviews or assists in the review of moderately difficult development proposals and site plans for conformance with codes, plans, and regulations.
- Prepares and presents detailed reports on development proposals to the Planning Commission and Board of Commissioners.
- Provides technical assistance and information to staff and the public in the administration of specific planning program and environmental program areas or ordinances.
- Reviews Observation Forms for compliance with the onsite wastewater treatment system requirements and issues Operating Permits.
- Reviews and inspects on-site wastewater treatment systems, based on South Dakota Administrative Rules.
- Reviews construction projects for compliance with storm water regulations.
- Assists in the management of the county’s Stormwater Management Program.
- Perform related duties as assigned by supervisor.
- Maintain compliance with all County policies and procedures.
Requirements
Education and/or Experience Required:
- Bachelor’s degree and four years of progressively responsible experience.
- Experience in planning, geographical information systems, geography, wastewater, storm water, soils, geology, environmental science, surveying, or other related fields is preferred.
- Equivalent combination of education and experience may be considered.
- Possession of a valid driver’s license.
- Professional certification as determined appropriate by the Director or ability to obtain certification within one year of employment or reclassification.
Physical Requirements:
- Ability to safely and successfully perform the essential job functions consistent with the ADA, FMLA, and other federal, state and local standards, including meeting qualitative and quantitative productivity standards.
- Ability to maintain regular, punctual attendance consistent with the ADA, FMLA, and other federal, state and local standards.
- Must be able to move up to 20 pounds.
- Must be able to communicate clearly and effectively on telephone, in writing and in-person.
