Position Summary:
Midnight Sun is seeking an Operations Manager to manage multiple federal construction projects while also providing operational oversight of project teams, budgets, and performance across the program.
The role serves as a senior leader responsible for ensuring projects are executed safely, on schedule, and within budget, while also driving operational consistency, financial discipline, and continuous improvement. This position acts as the primary interface with government customers and provides leadership to project managers, field teams, and support staff while maintaining a strong on-site presence as required.
Duties / Responsibilities:
Project & Program Management
- Lead all phases of multiple federal construction projects from pre-construction through closeout.
- Evaluate and develop training plans to ensure consistency throughout all project teams.
- Develop, implement, and oversee project execution plans, CPM schedules, and short-interval plans.
- Coordinate with estimating, design, engineering, and preconstruction teams on budgeting, design-build execution, value engineering, and labor productivity.
- Ensure projects meet contractual scope, schedule, quality, and performance requirements.
Operations & Financial Management
- Provide operational oversight for multiple concurrent projects, ensuring consistency in execution, reporting, and controls.
- Develop, monitor, and manage project and program-level budgets, including Cost to Date, Estimate to Complete, and Estimated Cost at Completion.
- Review financial performance, identify risks or variances, and implement corrective actions to protect margins.
- Support resource planning, staffing strategies, and workload balancing across projects.
- Oversee subcontractor buyout strategies, cost controls, and procurement activities.
Leadership & Team Oversight
- Provide leadership, mentoring, and direction to Project Managers, Superintendents, and support staff.
- Establish performance expectations and support professional development of project teams.
- Coordinate staffing plans and ensure appropriate coverage across all active projects.
- Foster a culture of accountability, safety, quality, and operational excellence.
Customer & Stakeholder Management
- Serve as the primary point of contact for government representatives and internal leadership.
- Maintain strong working relationships with customers, subcontractors, vendors, and stakeholders.
- Lead progress meetings and provide regular updates on project and program status, including schedule, budget, and risk.
- Support contract negotiations, change management, and dispute resolution as needed.
Quality, Safety & Compliance
- Ensure compliance with FAR, DFARS, OSHA, USACE EM 385-1-1, and all applicable federal, state, and local regulations.
- Oversee implementation of quality control, safety, and environmental programs across projects.
- Ensure safety expectations are enforced consistently across all sites.
Other
- Maintain availability for urgent customer or operational needs.
- Other duties as needed to ensure project success.
Minimum Requirements:
Education & Experience
- Associate's Degree in Engineering, Architecture, Construction Management, Business Management, or related field required; Bachelor's Degree preferred.
- 10+ years of experience managing federal construction projects.
- Demonstrated experience managing multiple projects and budgets simultaneously.
- Experience with USACE, NAVFAC, ARNG, JOC, MATOC, SATOC, or similar contract vehicles preferred.
Knowledge, Skills & Abilities
- Strong knowledge of federal construction processes, FAR/DFARS, and government contracting requirements.
- Proven ability to manage budgets, schedules, subcontractors, and operational performance across multiple projects.
- Strong understanding of construction means, methods, sequencing, cost control, and risk mitigation.
- Ability to interpret complex drawings and specifications across multiple disciplines.
- Demonstrated leadership and team management skills with the ability to influence and lead across functions.
- Excellent written and verbal communication skills.
- Strong organizational and time management skills in a fast-paced, multi-project environment.
- Proficiency with Microsoft Office, Adobe Acrobat, and construction/project management software (Procore, Primavera, RMS, RS Means, etc.).
Certifications, Licenses & Other
- Valid Driver's License.
- CPR/First Aid certification.
- OSHA 30-hour certification.
- Ability to obtain and maintain client site access and badging.
- Must have An Uncompromising Commitment to Safety!
- Other duties as needed to ensure project success.
Work Environment:
This position involves work in both office and active construction site environments, including indoor and outdoor settings. Exposure to weather conditions, uneven terrain, construction equipment, noise, dust, and other job-related hazards is expected. PPE is required at all active job sites.
Physical Demands:
- Ability to sit, stand, kneel, bend, walk, climb, and navigate active construction sites.
- Ability to lift and carry materials up to 10 pounds regularly and up to 50 pounds occasionally.
- Ability to conduct site walkthroughs, inspections, and meetings.
- Visual acuity to read drawings and review technical documentation.
- Ability to communicate effectively verbally and in writing.
