JOB DESCRIPTION
The National High Intensity Drug Trafficking Areas (HIDTA) program is currently seeking candidates to fill the senior staff position of Deputy Coordinator of the Marijuana Impact Group (MIG), part of the National Strategic Analysis Initiative (NSAI). The MIG Deputy Coordinator is a “contract” position, federally funded through its fiduciary the Monroe County Sheriff’s Office (Florida) and is dependent upon HIDTA grant funding. The MIG is part of a national-scope initiative that supports law enforcement and community-based drug prevention coalitions efforts. This is accomplished by providing timely information, evidence-based data associated to marijuana, its chemical constituents, and its impacts to public health and public safety. The MIG also acts as a “best practices” repository providing coordinated efforts to reduce drug trafficking through facilitated guidance, education, and information/intelligence sharing. This group requires coordination and information sharing with numerous government agencies, educational institutions, scientific research entities, community-based anti-drug coalitions, and the criminal justice intelligence / analytical communities.

PHYSICAL DEMANDS:
The position requires extensive sitting at a computer workstation.

WORK ENVIRONMENT:
The work involves minimal risks or discomforts and is typically performed in an office setting.

APPOINTMENT:
This position is federally funded on an annual basis. The MIG Deputy Coordinator will serve as an
independent contractor and not as an agent, employee, or servant of an agency. The Deputy
Coordinator will report to the National Coordinator. This appointment and each or any
subsequent appointments are subject to review and approval of ONDCP.

Requirements

REQUIREMENTS:
Résumés must specify experience and/or education that demonstrate qualifications for this position. Five references with their email addresses and phone numbers must be provided for verification. Preferred requirements include:

1. At least a baccalaureate degree from an accredited institution. Life / professional
experience will be evaluated on an individual basis for applicants with a lesser college
degree or educational experience.
2. Effective communications abilities through public speaking, concise writing skills and
ability to conduct properly sourced research summaries in English.
3. Drug trafficking investigations, with special emphasis on marijuana cultivation, sales,
transportation, and trafficking.
4. Extensive experience in working with federal, state, and local criminal justice agencies
and multi-agency task forces.
5. Investigative targeting of marijuana traffickers and their operations using intelligence driven
processes, from cultivation to retail distribution.
6. The roles of Organized Crime (OC), Drug Trafficking Organizations (DTOs), both foreign
and domestic, as it pertains to the cultivation, trafficking and distribution of marijuana based
products; to include crimes of violence, money laundering, and human trafficking,
7. A working knowledge of environmental and other crimes associated to illicit marijuana
cultivation sites found upon public lands,
8. Ability to coordinate regional meetings of agents/officers, prosecutors, regulatory
personnel, and community leaders to address all aspects of marijuana cultivation, sales
and distribution.
9. Expert knowledge in the various methods and activities used for both indoor and outdoor
marijuana cultivation; and
10. Expert knowledge of current trends and issues surrounding marijuana legalization,
medicalization and the impacts associated with both.
11. Ability to independently manage time, tasks, and responsibilities.
12. Knowledge and experience in standard office computer systems (i.e., MS Office suite)
13. Experience in maintaining and development of website platforms (e.g., WordPress) and
social media content for public consumption. (Preferred, but not a minimum skill
requirement)
14. Self-motivated, highly responsible, and dependable; and exercise sound judgment in a
variety of situations.
15. Must be able to travel at various times of the year via commercial airliners.
16. Be a U.S. Citizen.
17. Must be able to pass a background investigation and obtain a security clearance.

DUTIES: Include, but are not limited to:
1. Represent the MIG and HIDTA program in a fair, professional, and unbiased manner
in public forums.
2. Avoid any lobbying activities directly related to this assignment.
3. Prepare and present staff reports, after action summaries, data / information sharing
briefings, and proposed course of action briefs, orally or in writing.
4. Establish and maintain effective liaison with all participating and supporting law
enforcement agencies and community-based drug prevention coalitions.
5. Ensure the effective coordination of all intelligence analysis activities to provide
relevant and timely collections/analysis support, including the preparation of formal
written reports.
6. Prepare and disseminate other work products as directed or required.
7. Prepare and present executive-level briefs as to initiative activities and successes.
8. Assess measures of effectiveness of marijuana eradication, investigation, and
regulatory operations.

9. Assist in the preparation and administration of meetings / conferences and media
events.
10. Assist in collecting statistical data of cannabis related events.
11. Prepare and input HIDTA Performance Management Program (PMP) measures as
required.
12. Prepare and coordinate communication / air travel requirements for future
meetings/conferences.
13. Designing, implementing and scheduling specialized training.
14. Significant air travel that often includes overnight and multiple day stays at out of
state locations.
15. Other duties as assigned.

ASSIGNMENT LOCATION
This is a remote workplace position but will be based in an established HIDTA region. One that is
impacted by marijuana trafficking, cultivation, distribution or its impacts upon public health and
safety concerns. As such, the applicant will be required to live with in an impacted “HIDTA
region”. There is no reimbursement for moving expenses if applicable.

SUPERVISORY CONTROLS:
The MIG Deputy Coordinator, working under the direction of the MIG Committee Chair, the
National Coordinator, the NHAC Director or his/her designee, will assist in deriving and achieving
mission vision and objectives with guidance of an executive board of advisors as established by
the HIDTA Directors Committee (HDC) in coordination with the Office of National Drug Control
Policy (ONDCP).
