We are seeking a Human Resources Business Partner (HRBP) for a 13-month maternity leave coverage. This is a high-visibility role designed for a strategic thinker who excels at the intersection of people, policy, and business performance. What is the Opportunity?
Reporting to the Manager, Employee Relations & Partnerships, the HRBP acts as a strategic liaison between Employee Services and an assigned portfolio business units. This is a proactive, consultative role where you will work directly with Directors, Managers, and Supervisors to develop an intimate knowledge of your portfolio’s operational goals and provide the HR lens needed for effective, evidence-based decision-making.
As the HRBP, you will work closely with subject matter experts within Employee Services to support leaders and employees on employee relations, issues resolution, workforce planning, and HR program development and delivery. This includes specific focus on succession planning, recruitment strategies, job and organizational design, and abilities management/employee return to work and identification of modified duties.
You will support the team by collecting background information, researching options, preparing reports, drafting communication, and presenting to leadership teams. From managing complex employee relations to co-creating modernized HR policies and programs, you will be at the heart of our integrated delivery model—ensuring our leaders have the tools and advice they need to excel.
Requirements
What will you do?
In this 13-month mission, you will provide a broad range of strategic and tactical support across your assigned portfolio. You will:
- Act as a point of contact for Directors, Managers, and Supervisors within portfolio to ensure seamless access to Employee Services support, programs, and resources.
- Provide advice to Directors, Managers and Supervisors on matters related to employee relations, performance management, terminations, and employment legislation.
- Manage the complaint and workplace investigation process in relation to complaints of harassment, discrimination, and employee performance.
- Participate in the co-development of HR Policies, programs, and procedures by conducting environmental scanning and identifying best practices.
- Collaborate with Employee Services to co-create the development of workforce planning activities and organizational design.
- Facilitate, implement, or direct initiatives within your dedicated portfolio to enhance organizational effectiveness and leadership development.
- Provide a visible HR presence within departments and help champion HR initiatives, programs, and projects to the wider employee population.
Who you are?
You are a strategic influencer who understands how to balance operational needs with professional HR standards. You bring:
- A Bachelor’s degree with a specialization in Human Resources, Business, or a related field.
- A minimum of five (5) years of progressively responsible experience in HR, strategy, employee relations, and workplace investigations.
- A proven ability to establish and manage high-trust relationships with senior-level managers and stakeholders.
- Strong analytical and problem-solving capabilities with the ability to integrate data from multiple sources into a comprehensive perspective.
- A deep understanding of relevant employment legislation, regulations, and best practices in employee relations.
- The independent judgment required to interpret policies and frameworks when multiple options are possible.
- A flexible and responsive approach to work, with the ability to achieve results under challenging circumstances and shifting priorities.
- Professionalism and integrity, with a commitment to building a respectful and inclusive environment where diverse perspectives are welcomed.
A CPHR designation and experience in municipal government or with Workday HCM would be considered significant assets.

Important Notes!
- This is a 13-month temporary term position (Maternity Leave Coverage).
- While this is currently a defined term, there is a possibility for extension or future opportunities within the department as our organization continues to grow and evolve.
