Description
The Monroe Municipal Utilities Authority is seeking an experienced, strategic, and forward-thinking leader to serve as its next Executive Director. This is an exceptional opportunity for a highly qualified professional to lead a vital public utility organization responsible for delivering safe, reliable water and wastewater services to the community.
Position Overview
The Executive Director serves as the Chief Executive Officer of the Authority and is responsible for overall leadership, strategic direction, and day-to-day management of operations, personnel, and finances. Reporting directly to the Board of Directors, this individual ensures operational excellence, regulatory compliance, fiscal integrity, and long-term sustainability of the Authority’s water and wastewater systems.
Key Responsibilities
- Provide executive leadership and strategic guidance to the Authority.
- Direct all operational, financial, and administrative functions.
- Oversee preparation and management of annual budgets and long-term financial planning.
- Ensure compliance with all federal, state, and local water quality and environmental regulations.
- Manage capital planning, bond resolutions, investment policies, and financial reporting.
- Supervise personnel administration, including recruitment, compensation, benefits, and labor matters.
- Administer insurance and risk management programs.
- Serve as liaison between the Board of Directors and professional advisors.
- Attend and actively participate in all Board meetings, providing comprehensive operational and financial updates.
Requirements
Qualifications
- Minimum ten (10) years of experience in the water and wastewater industry
- Bachelor’s degree in business administration, or related field
- Strong knowledge of public finance, infrastructure management, and government regulations
