This position supports the Air Force Installation Mission Support Center (AFIMSC) Detachment 2 Environmental (Det 2/CEIE) program, providing environmental acquisitions, budgeting, and requirements-forecasting expertise to help ensure Air Force and Space Force installations across the region remain in compliance with federal, state, and environmental requirements.

Specific tasks and responsibilities include:

  • Conduct comprehensive assessments of installations’ environmental requirements, including review of installation submissions for future-year requirements for compliance with applicable federal, state, local, DoD, and USAF regulations, permits, and policies.
  • Identify changes to requirements resulting from evolving or rescinded regulations or policy and define the impact of unfunded requirements in terms of monetary penalties, mission and operational risk, and potential environmental impact.
  • Identify potential cost savings through requirement consolidation, application of technological efficiencies, or strategic program adjustments.
  • Review installation projects and funding submissions and provide detailed feedback to improve project efficacy and efficiency.
  • Evaluate the cost-effectiveness of existing environmental management practices and identify opportunities to reduce costs through process optimization, technology adoption, and alternative management strategies.
  • Develop Environmental Action Plans (EAPs) for programs where complex requirements call for multifaceted, multipronged approaches, ensuring alignment with USAF/USSF strategic objectives.
  • Support Planning, Programming, Budgeting, and Execution (PPBE) and Acquisitions (ACQ) program areas, coordinating with AFIMSC, AFCEC, Headquarters Air Force (HAF), other DoD services, and agencies as needed.
  • Prepare and review technical reports, business case scenario analyses, briefing packages, and installation management plan updates in support of Det 2/CEIE program requirements.
  • Prepare briefing materials for and participate in regional Program Management Review (PMR) workshops.

Key Requirements

  • A BA/BS degree (or higher) from an accredited college or university in environmental science, environmental engineering, or a closely related field, and at least five (5) years of experience in environmental compliance, acquisitions, and program/budget analysis supporting DoD or federal environmental programs.
  • Working knowledge of federal environmental statutes and DoD/Air Force environmental policy (e.g., Clean Air Act, Clean Water Act, NEPA, RCRA, TSCA) and how they translate into program requirements and funding decisions.
