Description
As a member of the senior management team and under general supervision of the Executive Director, responsible for the management and coordination of all engineering, program management, environmental compliance programs and related activities of the District.
Essential Functions:
Manage, direct, and implement strategies and objectives to meet the goals of the Engineering Department and the District.
Through District staff, manage the capital improvement and replacement program including planning, design, and construction activities for all sewerage facilities.
Responsible for educating the Board of Trustees on planning, design and construction contracts prior to authorization and fund appropriation.
Direct the management of District compliance programs to ensure operational functions are performed in compliance with all applicable federal, state and local environmental laws and regulations.
Direct and coordinate the review and construction inspection of residential and non-residential development projects related to sanitary, storm or combined sewer system.
Coordinate engineering and construction activities with other Departments.
Establish and monitor department policies and procedures.
Prepare, monitor and manage the department budget to assure efficient use of District funds.
Establish and maintain communication with employees, various stakeholders and their related organizations.
Respond to stakeholders regarding inquiries into complaints, project status or general information.
Respond to the media regarding engineering projects.
Assure that the District's engineering project records are properly maintained.
Participates in strategic planning for the entire District, offering an engineering perspective to the process.
Understands the District's industry, its relationships with federal, state and local governmental bodies, and the stakeholders' expectations for District performance.
Additional Responsibilities:
May perform related duties as required or as delegated by the Executive Director.
Requirements
MINIMUM QUALIFICATIONS:
Training and Experience:
Graduation from a recognized college or university with major course work in Civil Engineering and ten years
of progressively responsible experience as a licensed professional engineer, with at least five years of
management or supervisory experience.
Desirable Knowledge, Skills and Abilities:
Extensive skills in leading, motivating and communicating with a department of over 200 employees.
Extensive skill in driving for excellent performance through planning and directing the work of others.
Extensive skill in maintaining effective working relationships with consulting engineers, contractors, public officials, other District personnel and the general public.
Considerable skill in both prepared and extemporaneous public speaking on District matters.
Considerable knowledge of the principles and practices of civil engineering, especially as it applies to the review and design of sewer construction plans.
Considerable knowledge of the principles, practices and methods of environmental pollution control.
Thorough knowledge of the District's rules, regulations and procedures applicable to engineering design work.
Thorough knowledge of environmental laws and regulations.
Considerable skill in preparing technical reports and public presentations.
SPECIAL REQUIREMENTS:
Licensed Professional Engineer in the State of Missouri.
Must possess a valid driver's license issued by the state in which the employee resides.
Pursuant to MSD's "Substance Abuse Policy and Procedures," this position has been designated as
safety sensitive and candidate must pass a Non-D.O.T. Drug Test for this position. Employees
occupying this position are not subject to Federal (D.O.T.) Drug and
Alcohol Testing Regulations.
